WATERKEEPERS PROJECT

WATERKEEPERS

WATERKEEPERS PROJECT

This project was an attempt to provide education in the form of interactive simulation multimedia. Basically, this means that a realistic simulation of a system is provided in a visually dynamic form that allows users to interact with it in a realtime way to learn and solve problems.

This project was sponsored by Indian & Northern Affairs Canada (INAC) & the First Nations Education Steering Committee (FNESC) and intended to provide an innovative training program for First Nations Small System Water Operators in BC.

  Overview of the Waterkeepers Project

Preface - All 203 First Nations communities in BC are required to have a certified Small Water Systems operator in residence. The operator has to take training and pass a certification test in order to operate the system.
- 2006 - INAC reports the failure rate was over 80% for certification
- MDA given funding to investigate the problem
- Don Bergland and Russ Baker (project director) investigated the problem - Stage 1 - Assessment
- Determined the FN learning materials were inappropriate to FN learning style
- Wrote a proposal to develop an alternative training system based on First Nations learning styles
- Received funding for 2nd stage - Design
- Received INAC funding for Stage 3 - Production
- Hired a team of First Nations media specialists. Started training them in the skills necessary to complete the project
- Obtained a working location (lab) at UVic
- Began production, field gathering and studio production
- March 2009 - Product Released
Note - Don Bergland feels that there is a very dynamic way in which the proper kind of art education can be put to work in the real world. Waterkeepers is an example of this (Remember, 95% of artists who work full time at it for a living, are industry artists.) Real world art deals with how to create visual simulations, how to use text, graphics, shapes, images, photos, to educate people and build training resources. Essentially, the world of industry vs the world of Fine Art. Don has always stressed the approach in art education, that appropriate knowledge can be use to secure a career as an artist in industry.

Educating Waterkeepers: Using Interactive Simulation Multimedia As A Method of Enhancing First Nations Small Water Systems Operation Training.

Since 2006, Don Bergland has been working extensively on a major research and development project which has an extremely important and immediate impact in providing effective training for the health and safety of 203 First Nations communities in BC.

The project, managed by MacDonald Dettwiler (MDA) and funded by Indian & Northern Affairs Canada (INAC) and the First Nations Education Steering Committee (FNESC), investigates the use of innovative simulation media in the process of providing training for First Nations Small Water Systems Operation Certification. The current failure rate for certification is over 80%. This inventive program is an attempt to use innovative technology and design to remedy this situation. The project team have moved through 3 stages of research, design, and production and in March 2009, released a product for testing among First Nations focus groups.

For Don, this project was an intensive culmination of over 15 years of technological learning and investigation. He is working with the same industry experts he worked with when constructing learning simulators for NASA Education (Space Shuttle program) in the mid-1990s.

His role in this project has included:
- Assessment of current government training programs and learning resources
- Invention and design of the 3D simulation learning model, product, and all learning structures
- Mentorship, training, leadership, & line guidance for the First Nations Media team
- Creative Direction for all areas of product production
- Creation of all learning scripts (8 Chapters), placeholder media (graphics & audio)
- Line production of Flash animation Learning Chapter exemplars
- Provincial QA integration with product learning objectives
- Extensive government report writing

This project has received a very high profile among First Nations educators and other industry leaders in Canada who are seeking innovative and dynamic solutions to training situations. At the University of Victoria, his team has hosted many corporate and government project leaders who have examined the methods in detail.

VISUAL IMAGES
The following visual images were constructed as part of the Waterkeepers Learning Product and can be used for publication. Unfortunately, all graphics in the program were created for the simulation website and processed for use in Flash. The highest resolution (largest size) available is
5.893 in. x 3.026 in. @ 150ppi (884 px x 454 px)
Don acted as Art & Creative Director for the work. The images were constructed by the Media Team. They were constructed in Maya 3D, rendered as jpeg images and post-processed in Photoshop. They were then brought into the Adobe Flash environment where interactivity and animation were assigned to them. These images are part of the online training program which offers the student the ability to learn skills by actually interacting with a simulated small water system.
